Arab Regional Committee

The Regional Committee is responsible for the development of Girl Guiding and Girl Scouting in the Region and in particular for the implementation the WAGGGS strategy thought the Triennial Action Plan.

The six members of the Regional Committee are elected by the Member Organisations at the Regional Conference for a period of three years. Members may be re-elected for an additional period, thus serving a maximum of six years.

At least two of the Committee members must be young women under 30 years of age at the time of the election.

Ghofrane Ben Hamed, from Tunisia, is a passionate leader whose Guiding journey began in childhood and evolved into a lifelong commitment to empowering girls and young women. Growing up in a Scouting family, she advanced from Brownie to Ranger before stepping into leadership, becoming the youngest member of the Tunisian Scouts’ National Board and Supreme Council, where she contributed to constitutional reform and strengthened youth participation in governance.

Professionally, she is a Solution Architect and Team Leader in an international technology company, bringing together technical acumen, analytical thinking, and strong facilitation skills. Within WAGGGS, she has served as a facilitator at the Juliette Low Seminar, as a member of the Core Mission Team, and as Vice-Chair of the 22nd Arab Regional Conference. Most recently, she served on the Arab Regional Committee, driving initiatives in youth leadership, communications, and regional capacity building, before being elected Chair of the Arab Region.

Mona Amin, from Egypt, has over 34 years of dedicated service to the Girl Guiding Movement, where she has focused on empowering girls, supporting young women, and cultivating leadership that drives real impact. Her journey began as a Girl Guide and advanced through leadership roles to become Chair of the Girl Guides. She now serves as the National Training Commissioner in Egypt, where she leads strategic training initiatives that strengthen leadership capacity and expand opportunities for young women.
Alongside her Guiding journey, Mona is the Executive Director of an advertising agency, bringing professional expertise in media, communications, and advocacy. She has applied these skills to amplify the voices of girls and young women, advocate for their rights, and extend the influence of the Guiding Movement in society.
Mona has represented Egypt at numerous regional and global conferences, contributing to initiatives that prioritize empowerment, leadership, and advocacy for girls. She strongly believes that Guiding is a transformative mission—one that equips girls to lead, influence, and champion a brighter, more equitable future for their communities and the world.

I joined the guiding movement when I was 9 years old, and ever since then, I have been dreaming of having a positive impact on the world.

Through my guiding journey, I`ve equipped the tools I need to reach my dream and most importantly, I have earned the mindset that says “never give up”.

As a leader, I have worked on multiple events and camps that empower young women nationally and regionally to educate them about WAGGGS vision and goals, and introduce them to the opportunities for them to develop and polish their skills.

As a regional committee member, I want to amplify the efforts and work harder to reach a larger number of girls in different member organisations, and to ensure that every girl in the arab region has a voice that is heard, understood, and respected.

Ingrid is from Lebanon, a passionate serving, dedicated to the Girl Guides movement, with 27 years of service.

Professional,  she is dedicated with 10 years of experience in purchasing and operations in the automotive sector.
Her passion for speed and innovation actively pursues her personally and professionally.

One of the things that she loves in the movement is helping,  serving, and developing activities that create a positive and constructive community.
Connected like-minded enthusiast,  she believes in the power of teamwork and continuous improvement by always sharing and making a full impact contribution.
Outside of work, she likes watching sports games, you can also find her spending ga ood movie night or gathering with friends and family, or even enjoying some automotive events and exploring new trends in the industry.
Ingrid is deeply excited to work with all the team members and is committed to creating an impact together.

Luluwah Jouher is a young and dedicated leader from Kuwait with over 23 years of experience in the Guiding Movement. She is passionate about empowering and advocating for girls and young women. Luluwah has served as a member of her association’s Executive Committee, a youth leader, and a facilitator for programs such as Free to Be Me, Smart Surfing, and Voices Against Violence. She combines her professional experience as a teacher at the Ministry of Education with her strong commitment to youth development and gender equality. Luluwah has represented her association in national and regional initiatives, fostering dialogue, collaboration, and community engagement. Luluwah is a young woman who has decided to change the lives of girls for the better, seeing the Guiding Movement as the best path to achieve this. She is excited to contribute to the Arab Regional Committee and work with fellow members to strengthen WAGGGS’ impact across the region.

Raihana Khiter brings over 23 years of experience in the Scout Movement, having started her journey as a Brownie and advanced through every stage of Scouting. She has held several leadership positions, including provincial commissioner, national commissioner, member of the national board, and later member of the Arab Regional Committee. These experiences allowed her to contribute meaningfully to the development of the Movement at local, national, and regional levels. Currently pursuing a PhD in Industrial Engineering, Raihana is passionate about mathematics and technical fields, which have shaped her ability to think innovatively and find inspiring solutions. She believes strongly in the power of the Scout Movement to create positive change and is committed to ensuring that every girl and young woman has the opportunity to thrive. She looks forward to collaborating with her fellow team members to strengthen WAGGGS’ collective impact.
