The 4th Executive Meeting of the South/South Partnership between Côte d’Ivoire, Burkina Faso, Guinea and Liberia, known as BUFACILI, took place in Abidjan, Côte d’Ivoire, from 4 to 7 February 2016.

There were 11 delegates present, of whom two were leaders from Burkina Faso, three from Liberia, six from the host country and one from Guinea.

The following decisions were adopted at this meeting:

-       The document initially planned for the newspaper ‘BUFACILI NEWS No1’ will be archived, given its content and the excessive number of pages.

-       Production of the BUFACILI newspaper by Burkina Faso, the brochure (a folded leaflet) by Liberia, and the cookery book by Côte d’Ivoire.

-       Review and adoption of the accounts, the final report, and the previous meeting.

-       Addition of Guinea into the South/South Partnership.

-       The meeting decided that Liberia would send an invitation to the National Guide Association of Sierra-Leone to join the partnership. In such a case, the name and the logo would be updated.

-       The Youth Forum planned for 20 to 26 August will be hosted by Côte d’Ivoire on the theme “The contribution of Guides and Girl Scouts to meeting the Sustainable Development Goals in order to achieve social change”.

-       Of the proposals made by each country, four (4) sub-themes were kept, which are:

*Development of volunteering in Africa and women’s entrepreneurship, which will be facilitated by Burkina Faso

*Education and literacy of women and girls in urban and rural areas, which will be facilitated by Guinea

*Preparation for married life: youth, media, spirituality and inappropriate forms of dress, which will be facilitated by Côte d’Ivoire

*Participation of girls in politics: Guides and Girl Scouts at the heart of social cohesion, facilitated by Liberia

-       This forum is open to all Guides and Girl Scouts aged between 17 and 30 years.

However, advocacy has been carried out by Burkina Faso to take into account those who are below that age group and who have a certain level of maturity.

-       At the previous meeting, it was agreed that a commercial exchange of products would take place between the different countries; the activity that was chosen is the sale of shea butter, provided by Burkina Faso, with a commercial value of 100 000 CFA Franc. Each country that receives the merchandise should pay back 35% of the capital.

-       All the countries paid their annual subscription, which brings the cash fund to 450 000  CFA Francs.

To conclude this meeting, it was agreed that the 2017 Executive Meeting would take place in Liberia. The training for trainers should be held in Guinea in 2017, if that Association confirms that it will take place; if not, it will be held in Liberia.
