World Association of Girl Guides and Girl Scouts Members' area

World Board

WAGGGS is governed by a World Board, made up of 17 active Girl Guiding/Girl Scouting members from around the world who are democratically elected by all Member Organizations at the World Conference. Each region elects a Chairman at their Regional Conference every three years and the five Chairmen also sit on the World Board.

World Board members are elected for two three year terms which means that at each World Conference, six new members join and six members leave.

Ireland’s Elspeth Henderson was elected as the new Chairman in Jordan after serving on the World Board since 2002. Mary Lynn Myers was elected as Deputy Chairman, and WAGGGS’ Chief Executive, Mary Mc Phail serves in an ex-officio capacity. Elspeth, Mary Lynn and Mary are entitled to sit on any of the WAGGGS’ committees and groups in an ex-officio capacity.

How the World Board works

Key groups of World Board members look after WAGGGS’ strategic direction: the Chairman’s Co-ordinating Group, Development of Girl Guides and Girl Scouts, Communications and Finance and Business Management.

With an overview of all elements of WAGGGS, the Chairman’s Co-ordinating Group ensures that all elements of WAGGGS’ work functions effectively in between annual World Board Meetings. The group monitors the work of all the committees, sub-committees and task groups including the finances.

Development of Girl Guides and Girl Scouts

At the heart of the association, this group looks after Girl Guiding and Girl Scouting on the ground via two main areas of WAGGGS: the five regions and the four world centres. It works closely with Member Organizations and is responsible for developing the programmes available to Girl Guides and Girl Scouts around the world. Other main areas under its care include leadership development, recruitment and retention. As most of the work is carried out in the field, sub-committees from each of the five regions and one made up of representatives from the four world centres, report directly to this group.

Communications and Co-ordinating Committee

Responsible for monitoring communications and marketing aspects of WAGGGS, this group provides strategic direction for the re-positioning of the association, including the new look: girls worldwide say, advocacy and communications tools. The triennial theme, WAGGGS’ three-year programme focus, comes under this umbrella, as does the organization of the World Conference. This committee also keeps an eye on the key relationships forged between WAGGGS and the United Nations (UN).

Fund–raising is another responsibility of the Communications Co-ordinating Committee and the Olave Baden–Powell Society is represented on it.

Finance and Business Management

Ensuring WAGGGS’ financial stability is just one of the many jobs of this group. Tasked with overseeing WAGGGS’ governance and constitution and its Member Organizations’ constitutions, the committee also takes care of administration, facilitation and operations, human resources and risk assessment.
